Retrieves a publicly shared file as a binary stream. Supply the file's fileId and fileName along with the signed jwt attachment token to access it.

Error handling
A 400 is returned when the jwt query parameter is not a valid access token. A 404 is returned when the file identified by the fileId path parameter and fileName path parameter cannot be found; fileId must be a UUID.
